And that's why one item on Fort Worth's and the Texas Municipal League's radar in the upcoming legislative session is the reconsideration of a state law. The item is part of Fort Worth's legislative agenda for the upcoming session in Austin. "One property may not adversely affect the value of all those properties in the development," said Horatio Porter, Fort Worth's budget director. Fort Worth is not the only city concerned about how efforts to remedy a state budget shortfall, estimated by some to be near $25 billion, might trickle down to cities. T.J. Patterson of the city's governmental relations division said Fort Worth and others will have to be on guard against the possibility of unfunded mandates, such as police taking a bigger role in immigration enforcement or cities even taking on an oversight role for nursing homes.
